In HathiTrust, go to Advanced Full-text Search:

  • First box - this exact phrase: office of inspector general
  • 2nd box - this exact phrase: semiannual report to Congress

Limit to

  • full view only
  • year of publication between 1978-1989 

On the facets on the left side, choose Date of Publication for the specific time period you need.
